Frugal McDougal is a character who appeared in the Season 9 episode "Phantom Bagpiper". He is a horse jockey who was after Laird Milton McKilty's prized ponies, hoping to get his hands and claim them as his own by whatever means necessary, as long as it's "legal". He had a servant read a law book which stated that he is not allowed to claim another man's horse unless they venture onto his land, and thus he set about making this so.

In the story, Frugal had his servant disguise himself as a gray pony so that he can chase McKilty's ponies towards his cart where he would a magnet to capture them by their horseshoes. Scotty managed to escape, but Cassie was captured and put on display in his house, charging his relatives for the opportunity of seeing his prize. The theft got the attention of the Smurfs, though, as Hefty, Clumsy, and Painter tried to sneak into the house to help Cassie escape, only for Clumsy and Painter to be captured and Hefty escaping to tell the Smurfs what had happened.

Hefty had overheard that Frugal would give his entire fortune to whoever would beat him in a horse race, which he told McKilty and the Smurfs. When Papa Smurf came to McDougal to challenge him to a horse race with Scotty as the prize, McDougal laughed at the prospect of being challenged but nonetheless accepted it. However, McDougal decided to be crafty and tried to slow Smurfette down by pouring honey in her hair so that she would be too distracted with the bees to focus on racing. When Smoogle came onto the race course and gave Smurfette's horse a boost in speed by imitating the sound of a bagpipe, McDougal tried knocking her off her horse with a boxing glove stick, but got so distracted with his ranting at her when Smoogle gave her another boost of speed that he got knocked off his own horse for a bit, spinning around on a tree branch before he was catapulted back on. As it turned out, McDougal's dirty tricks were all for naught, as Smurfette and Scotty ended up winning the race.

McDougal was so upset that he lost a race that he decided to go back on his word on freeing Cassie and the two Smurfs, and instead declared Scotty to be his property. This made McDougal's relatives so disgusted with his unsportsmanlike behavior that they started to pelt him with tomatoes, eventually making him realize that it's better for him to honor his word, and thus Cassie was returned to her rightful owner and Clumsy and Painter were returned to the Smurfs.
