Lady Luck is a character who appears in Season 7. She has a magic wheel who can give people luck or misery.
She was captured and thrown in her own dungeon by Gargamel in the episode "Bad Luck Smurfs". He wanted to use her magic wheel as a way to give the Smurfs bad luck. However, the Smurfs noticed this and Papa Smurf revealed that, although he hadn't seen her in a long time, he and Lady Luck are good friends. The Smurfs found Lady Luck in her dungeon and set her free. After she destroyed the magic wheel that Gargamel was using for evil, she revealed that she has many more wheels.
